It's an old Workhouse/Poorhouse song like Jack and Jill and many other nursery rhymes, born out of horrors and slave labour, now used to lull babes to sleep.

The Seesaw itself is a simple balance that kids play on and just like waves it goes up and down. The hardest bit is to get off the thing without bashing the teeth in of child at the other end!!!
